Authorities Still Investigating Fatal Accident that Killed Adopt-a-Highway Volunteer

According to the Green Bay Press Gazette, police are still looking for information and witnesses in Wednesday’s fatal accident. 31-year-old Lucia Torres-Bisarraga said she swerved to avoid hitting that cut her off. She lost control of the vehicle and swerved across the shoulder. 70-year-old Cornelius Van Handel was volunteering his time to clean up the litter on Highway 41. He was mowed down by Bisarraga’s vehicle.

No witnesses recall the black vehicle that Bisarraga said cut her off. According to the Green-Bay Press Gazette, “Torres-Bisarraga, of Green Bay, was ticketed on two charges: operating without a license causing the death of another person and failure to keep vehicle under control.”
